Every applicant for the issuance of a license pursuant to this subchapter shall, at his or her own expense, cause the vehicle to be throughly and carefully inspected by a master mechanic certified under the provisions of Public Act 300 of 1974 known as the Michigan Motor Vehicle Service and Repair Act, being M.C.L.A. §§ 257.1301 to 257.1340, and shall attach a signed statement from the mechanic indicating that the vehicle has been inspected and has been found to be in a safe operating condition, to the application referred to in § 118.22
