Except as provided in this chapter and in § 94.05, it shall be unlawful to own, possess, shelter, harbor, keep or have custody of more than 3 dogs or 3 cats (or any combination thereof totaling more than 3, which are over 6 months old on the same premises except in any commercial animal establishment, animal shelter or veterinary hospital or clinic.
