As a result of the limitation of powers set out in § 91.53, the Cemetery Advisory Board is deemed not to be a public body and defined in Act 267 of 1976, M.C.L.A. §§ 15.261 to 15.275, Open Meetings Act, as it has no governmental or proprietorial authority nor shall it perform any governmental or proprietorial function.
