(A) The Board shall function in an advisory capacity only and shall not direct, instruct or otherwise cause work to be done by any city employee.
(B) No Board member shall perform any work, repair or maintenance on any cemetery property.
(C) The Board shall have no supervisory, fiduciary, financial or regulatory authority.
(D) The Board shall not authorize any purchase, expenditure, encumbrance or other use of any city funds. The city’s cemetery, perpetual care, and other accounts remain the responsibility of the city’s financial officers and department heads.
(E) No responsibility, duty or obligation of any city officials shall be delegated to the Board, nor shall they be enhanced or diminished as a result of this subchapter.
(F) Any conflict between the provisions of this chapter, the city code, charter, resolutions and ordinances shall be resolved in favor of the provisions found outside this chapter.
(G) Board members shall hold the city harmless for costs or liabilities resulting from actions taken which exceed limitations imposed by this chapter.
