It shall be unlawful for any person to operate a minibike under the following circumstances:
(A) On private property of another without the express permission to do so by the owner or occupant of the property;
(B) On public school grounds without express provision or permission to do so by the proper governing authorities of the school system;
(C) On publicly owned properties, parks, playgrounds and recreational areas, without express provision or permission to do so by the proper public authority;
(D) In a manner so as to create loud, unnecessary or unusual noise; and
(E) In a careless, reckless or negligent manner that would endanger the safety of any person or property.
