(a) There is hereby established a Disabilities Advisory Commission to be composed of nine individuals to be appointed by the Mayor and confirmed by the Council. The Fair Housing Officer or another designee from the Development Department selected by the Mayor, a member of Council selected by the President of Council, and a representative of the Health Department selected by the Board of Health shall be ex officio members of the Commission.

(b) All appointees to the Commission shall be electors of the City, taxpayers of the City, or otherwise satisfy the membership criteria more fully set forth in Section 159.01(c)(2) and shall serve for a term of two years, provided, however, that four of the first nine appointments shall be for one year only.

(c) All appointees to the Commission shall meet the following general qualifications:
(1) Persons who possess the technical, professional, financial, business or administrative skills necessary to accomplish the work of the Commission.
(2) Persons who reside within the City, unless business qualifications or a special expertise warrants an exception to the residency criteria. A majority of the Commission shall be persons with disabilities.
(3) Members should have reputations for integrity and community service, as well as have demonstrated an interest in the type of activities pertaining to the purpose of the Commission. Members should also be representative of the community-at-large and reflect the racial, ethnic and cultural makeup of the community.
(d) The Commission shall elect a Chairman and a Secretary from among its members and shall meet quarterly or as more often as needed, conducting its meetings according to Roberts Rules of Order.
