(a) A permit issued pursuant to Section 1309.01 under which no work is commenced within six months after issuance shall expire by limitation and a new permit shall be secured before work is started.
(b) On the date when work is commenced the permit holder shall notify the City Engineer of such fact in writing on a form to be provided by him. Thereafter the work to be performed pursuant to a building permit shall be completed within one year of the date when work is commenced and the work to be performed pursuant to a demolition permit shall be completed within ninety days of the date when work is commenced. Upon written application of the permit holder and for good cause shown, not the fault of the permit holder, the City Engineer may extend the time within which work may be completed for a period not to exceed ninety days in the case of a building permit and for a period not to exceed thirty days in the case of a demolition permit.
(c) Failure of the permit holder to complete the work encompassed by a permit issued pursuant to Section 1309.01 within the applicable time limit shall cause the permit to expire by limitation and a new permit shall be secured before work is completed. In addition such failure shall be punishable as a violation of Section 1309.99.
