1309.01 BUILDING PERMITS REQUIRED.
   (a)   Every person, except those exempted in subsection (c) below, proposing to alter, repair, remove or demolish any existing building in the City shall first secure a permit therefor from the City Engineer. As used in this chapter the term “repair” shall not be construed to require a building permit for work that is an ordinary repair.
   (b)   Ordinary repairs are nonstructural repairs and do not include addition to, alteration of, or replacement or relocation of water supply, sewer, drainage, drain leader, gas, soil, waste, vent or similar piping, electrical wiring or mechanical or other work for which a permit is required by the City Engineer.
   (c)   Commercial or industrial construction, including construction of any residential building with four or more units and accessory use structures thereto, shall be exempt from the building permit requirements of this section.
