Duties of the Board of Building Appeals shall be to hear appeals from decisions rendered under Part Thirteen of the Codified Ordinances of the City, generally referred to as the Building Code; specifically, but not limited to Sections 1309.06 and 1311.12(b) which shall be and are hereby repealed to the extent they are inconsistent herewith. No members of the Board shall act to hear any appeal in any matter in which he has any financial interest or other conflict of interest.
