1309.06 TIME, FEE AND NOTICE OF APPEAL.
   An appeal from any decision of the City Engineer may be taken within fifteen days from the date of the decision from which the appeal is taken by paying the required fee of ten dollars ($10.00) and filing with the Board of Building Appeals a notice of appeal, specifying the grounds therefor. The City Engineer shall forthwith transmit to the Board papers upon which the action appealed was taken. If upon hearing the appeal, and the action of the appeal is upheld by the Board, the ten dollar ($10.00) fee shall be returned to the appellant.
