No sanitary sewer service shall be extended to any premises located outside the corporate limits of the City of Marietta, Ohio, except upon the same terms and conditions existing for the extension of water service to premises located outside the corporate limits of the City, as established in Section 927.09; provided, however, that applicants for the extension of sanitary sewer service shall be required to pay the applicable tap and permit fees for sanitary sewer connections and provided, further, that applicants for the extension of both water and sanitary sewer service outside the corporate limits of the City shall be required to execute only a single Agreement for Water Service in order to obtain their combined services from the City.
