Upon the filing with the Director of Public Safety and Service of the certificate of the Chief of Police required by Section 725.14 and the insurance policy duly executed as required by Section 725.23 and the payment to the Director of the license fee specified in Section 725.19, the Director shall issue to the applicant a taxicab operator's license authorizing the person to whom it is issued to engage in the business of carrying passengers for hire for a period expiring the following December 31, unless sooner revoked as hereinafter provided.
