Each applicant for a taxicab operator's license shall pay to the City a license fee of sixty dollars ($60.00) per year for each taxicab owned by the applicant; provided, that for a license issued between July 1 and December 31 in any year, the fee shall be one-half of the above named amounts for each vehicle operated by the licensee.
