Any public vehicle operated in violation of any provisions of this subchapter or any amendments thereto may be impounded by the police, and a service charge of $5 shall be paid to the village before the vehicle is released from the pound. Payment of the service charge shall not release the owner or driver of the vehicle from the penalty imposed for violation of this subchapter or any amendments thereto.
