§ 112.29 PUBLIC VEHICLE REQUIREMENTS.
   Every public vehicle shall be kept in a safe and sanitary operating condition and shall at all times have the following equipment:
   (A)   A light within the passenger compartment, capable of being lighted or extinguished by the passenger;
   (B)   A spare tire, capable of being used on any of the wheels of the vehicle;
   (C)   Brakes sufficient to control the vehicle at all times, and no brakes shall be deemed to comply with the requirements of this section unless they are capable of stopping the vehicle with no load except the driver within 35 feet from a speed of 20 mph on a hard, dry, level road, free from loose material. In addition, every public vehicle shall have an emergency brake capable of holding that vehicle on any grade that it can ascend;
   (D)   Skid chains, to be applied to the rear wheels when their use is desirable to promote safety;
   (E)   In addition to the foregoing equipment, taxicabs shall have the following:
      (1)   A substantial partition extending entirely across the taxicab and separating the driver from the compartment for passengers, but with an arrangement enabling passengers to communicate with the driver. This partition shall be unobstructed by any curtain, and the upper portion thereof shall be of glass; or
      (2)   A light capable of illuminating the dial of the taximeter.
   (F)   Whenever a public vehicle is found in an unsafe and unsanitary operating condition or not complying fully with all requirements specified herein, the Mayor shall suspend or revoke the license of the public vehicle concerned until the provisions are complied with.
