(A) Every owner of one or more taxicabs or autos-for-hire shall file in the office of the Mayor the complete schedule of rates offered and used.
(B) Rates scheduled may be changed by the owner. No change in schedule shall become effective until one day after filed with the Mayor and until all requirements have been met. Not more than one amended schedule shall be filed by any owner in any period of 30 days, unless with the Mayor’s consent.
(C) All rates of fare schedules on file with the Mayor shall be open to public inspection.
(D) No driver or other person in control of a taxicab or auto-for-hire shall make any charge except in accordance with the schedule of rates filed as herein provided.
