At the time the license is issued by the Mayor to the owner of any public vehicle, the Mayor shall also issue the owner a metal tag showing the class of public vehicle, license number, and the year for which issued. The tag for each public vehicle shall be numbered separately and the tag for each taxicab shall be numbered to correspond to the body number assigned by the Mayor. No tag shall be displayed on any public vehicle except the one for which it was issued. The tag shall be affixed to the front of the vehicle, plainly discernible at all times. Whenever the owner of a public vehicle ceases to operate the same, or whenever the license of a public vehicle is suspended or revoked, the owner shall return the tag to the Mayor and in case of reinstatement after suspension, the Mayor shall reissue the tag to the licensee.
