§ 111.02 COUNCIL’S PERMISSION REQUIRED.
   (A)   Any society, association, or corporation referred to in the exception contained in § 112.01 may make written application to Council to stage or promote a circus, menagerie, carnival, bazaar, or medicine show. The application shall state, in detail, the purpose of promoting such enterprise, the use to be made of the net earnings therefrom, and the types of entertainment to be staged. Council may grant, or in its discretion may refuse to grant, such permission.
   (B)   No person, society, organization, or corporation shall stage or promote any enterprise unless a permit therefor be issued by the Council.
