All licenses due January 1 or July 1 shall be considered overdue and delinquent if not paid within 15 days thereafter. For every month, or fraction thereof, the license remains delinquent after the 15-day grace period, a 2% penalty shall be added to the whole amount of the license fee. The percentage fine shall be collected in the same manner as the license fee, but the addition of a percentage fine to a license fee shall not exempt the person from whom the license fee is due.
