In all cases where the amount of license paid by any person, firm, or corporation is based on, or regulated by, the amount of sales affected or business transacted, that person, firm, or corporation shall make a sworn statement to the Mayor of the total amount of sales made or business done by them respectively during the six months preceding the application for a license. The statement shall determine the amount for which the license shall be issued.
