§ 54.22 UNDEDICATED STREETS, CONSTRUCTION UNDER PUBLIC SUPERVISION.
   Whenever the owner of any undedicated street, which has been tentatively approved by the Planning Commission for acceptance by the village, desires to improve the same at his or her own expense, under public inspection and supervision, by paving, setting curbs and gutters, laying sidewalks, sewering, or otherwise improving the same, or desires to construct a sewer through private property to connect with a public sewer, he or she shall deposit the estimated cost of inspection and supervision and submit the plans and specifications under which the work is to be executed. The Village Engineer shall certify that all requirements of the village with respect thereto have been complied with or issue a statement as to conditions and modifications required. Upon certification by the Village Engineer and upon application by the owner, the Mayor shall issue a permit which shall set forth the conditions and modifications of such plans and specifications under which such inspections and supervision will be given.
