A complete set of rules and regulations shall be prepared by the Mayor and approved by the Council describing in detail the procedure to be observed in obtaining permits, and precautions to be taken in acting under the permits when issued. Specifications shall also be similarly prepared by the Village Engineer describing the manner in which restoration work shall be done. The rules and regulations shall contain a schedule of prices to be charged for various size openings in various kinds of paving, due regard being had to the kind of service to be rendered by the village and prevailing prices in connection with the restoration work. The Mayor shall recommend changes in the rules, regulations, and specifications and revisions to the schedule of prices whenever in his or her judgment the interests of the village require such change or revision, and such recommendation shall be approved by Council.
