The grades of all streets, landings, and other places having, or to have, curbs shall be established on the top or upper surface of their curbs; and in all cases where the grade is the same on both sides of the street, the ordinance shall so declare; and in all cases where the grade of the curb on one side differs from the grade of the curb on the other side, a grade shall be established for each curb, both to be embodied in the same ordinance.
