(A) After adoption of any such plat, the Clerk of Council shall transmit a certified copy thereof to the County Recorder; also a certified copy to the Building Commissioner.
(B) The adoption of any such plat shall not, however, be deemed the opening or establishment of any street, nor the taking of any land for street purposes or for public use.
