After such hearing, Council may adopt or reject such plat or may modify it with the approval of the Planning Commission or, in the event of disapproval by the Commission, may by a vote of not less than two-thirds of its membership modify such plat and adopt the modified plat. When a plat is adopted, the adopting ordinance shall fix the time limit period for effectuation, which shall not be in excess of 20 years.
