In case of an emergency or in any case where an obstruction caused by a fill or partial fill has continued for more than 30 days after the serving of notice in accordance with § 50.17, the Mayor shall be authorized to cause necessary measures to be taken to protect existing drainage systems and to charge the expense thereof to the owner of property on which the obstructing fill was made. This section shall not be construed to relieve the owner of any penalties prescribed by other sections of this subchapter.
