Whenever the Mayor finds, by reason of the making of a fill or partial fill thereon, a tract of land is inadequately drained, or that the fill obstructs or interferes with lawfully existing sewerage or drainage, the Mayor shall notify the owner of the tract to remove the fill or provide necessary sewerage to eliminate the obstruction. Notice may be served on the owner by personal delivery, by mail at his or her last known place of residence, or by posting on the premises. Whoever violates this section, exceeding a ten-day period, shall be guilty of a misdemeanor.
