§ 37.03 PARKS ADVISORY BOARD.
   (A)   (1)   There shall be a Parks Advisory Board whose mission will be to oversee, plan, and make recommendations to the Mayor and Village Council regarding conservation, management, and development as necessary of the numerous parks and green spaces for the benefit of the entire village except for the South 80 Acres. (See § 37.03(B))
      (2)   The Board members shall be appointed by the Mayor with the consent of Council for two-year terms. Mid-term appointees shall serve the remaining portion of the term vacated and must be reappointed at the end of the original two-year term in order to remain on the Board. Two of the members will start out with one-year terms, producing staggered terms, followed thereafter by two-year terms.
      (3)   The Parks Advisory Board shall consist of nine Board members.
      (4)   Each January the Board shall meet and elect a Chairperson and a Secretary. Thereafter the Board shall meet regularly throughout the year to conduct its business. Minimally, the Board shall meet quarterly.
      (5)   Actions taken by the Board shall require a simple majority vote of the Board members.
      (6)   (a)   The Board shall adopt from time to time such general rules and regulations relating to its procedure as it may deem necessary. These shall be kept on file in the Village Office.
         (b)   Concise minutes and records shall be kept as to all official acts of the Board. These shall be provided to the Village Council and be kept on file in the Village Office.
      (7)   Recommendations from the Board shall be submitted to the Mayor who may present them to Council.

   (B)   (1)   (a)   The South 80 Trails, Gardens, and Park Advisory Board shall be established from the current South 80 Trails Ad Hoc Committee, whose mission will be to oversee, plan, and make recommendations to the Mayor and the Village Council regarding conservation, management, and development, as necessary, of the South 80 Park.
         (b)   The Advisory Board shall also develop policies and processes for all activities on the South 80 as well as implement and/or coordinate approved policies and procedures.
      (2)   The South 80 Trails, Gardens, and Park Advisory Board members shall be appointed by the Mayor with the consent of Council for an initial one-year term. Beginning in 2020, three Board member terms shall be moved to two-year terms. In 2021, the remaining two Board members will also move to two-year terms, creating staggered terms. Mid-term appointees shall serve the remaining portion of the term vacated and must be reappointed by the end of the original two-year term in order to remain on the Board.
      (3)   The South 80 Trails, Gardens, and Park Advisory Board shall consist of five members.
