In the restoration of relatively large areas, the Mayor may order the work charged for on a force account basis, as follows: the sum of field labor, supervision equal to 10% of total field labor, material used, charge for use of equipment at schedule rental rates, inspection, and issuance of permit charge as provided, accounting charge of 2% of the total of preceding items, and 2% of the total of all preceding items.
