No food truck shall be permitted to stop, park or locate on any streets or public property in the village for the purpose of preparing and selling food to the general public unless the food truck stops or parks to prepare and sell food on village owned property in connection with a festival or event that requires a village event license pursuant to § 111.04(D)(1) or is a village sponsored event.
