(A) When in the judgment of the Mayor a civil emergency as defined in § 34.01 is deemed to exist, he shall forthwith proclaim in writing existence of the same.
(B) A proclamation promulgated pursuant to this section shall be effective upon signature by the Mayor and filing with the office of the Clerk-Treasurer and upon notification, telephonic or otherwise, to any newspaper of general circulation within the Village and/or any radio or television broadcast organization which generally broadcasts to the Village and upon posting a copy of the same in the Municipal Building in the Village.
