13.20.040: DESIGN REQUIREMENTS AND CRITERIA:
   A.   Water System Extensions:
      1.   Conformance With City Standards: The design, location, materials and standards of construction shall be in accordance with city standards as approved by the city engineer.
The design and sizing of all extensions shall be based upon considerations of adequacy to meet both present and future requirements for domestic water supply and fire protection within the city.
      2.   To Be Connected To Existing Adequate Supply: The requested water main extension shall be connected to the nearest adequate existing main as determined by the city.
      3.   Length Of Line Extension; Construction Of Off Site Lines:
         a.   For lots in all residential zones the line shall extend from the point of connection with the existing water main to and across the full width of the lot.
         b.   For lots in the A-2 agricultural and nonresidential zones the new line shall extend from the point of connection with the existing main to and across the width of the lot to a point which is one-half (1/2) the distance of the frontage required for a lot beyond the center of the proposed main building. Provided that in all cases the applicant shall be required to extend the line across his property a minimum distance equal to the minimum frontage requirement of the zone.
         c.   In the event that the lot or parcel to be served by the proposed extension is not contiguous to the existing city line the applicant shall, in addition to the portion of the extension fronting his lot, be responsible for construction of the line across the intervening property (the off site portion).
   B.   Road System Improvements:
      1.   Conformance With City Standards: The design, location, materials and standards of construction shall be in accordance with city standards as approved by the city engineer.
      2.   Consistent With Major Street Plan: Where the proposed extension corresponds with a planned road as shown on the general street plan said extension shall be designed and located as set forth on the plan.
      3.   Length Of Street Right Of Way: The length of right of way for all street extensions shall be from the point of connection with the existing street to and across the full width of the lot to be served by the street.
      4.   Length Of Street Improvements:
         a.   For lots in all residential zones the required street improvements shall extend from the point of connection with the existing road, to and across the full width of the lot.
         b.   For lots in the A-2 agricultural and nonresidential zones the required street improvements shall extend from the point of connection with the existing road, to and across the width of the lot to a point which is one-half (1/2) the distance of the frontage required for a lot beyond the center of the proposed main building location. Provided that in all cases the applicant shall be required to extend the street improvements across his property a minimum distance equal to the minimum frontage requirement of the zone.
      5.   Street Improvements Standards: All street extension shall be hard surfaced. The minimum width of the hard surfacing and the location and type of other required improvements (curb, gutter, sidewalk, etc.) shall be in accordance with the city standards and specifications for the class of street proposed for extension. Extensions along boundaries between two (2) parcels shall conform to the requirements for partial width streets.
   C.   Sewer System Extensions:
      1.   Conformance With City Standards: The design, location, materials and standards of construction shall be in accordance with city standards as approved by the city engineer.

      2.   To Be Connected To Existing Adequate Supply: The requested sewer main extension shall be connected to the nearest adequate existing sewer main as determined by the city.
      3.   Length Of Line Extension; Construction Of Off Site Lines:
         a.   For lots in all residential zones the line shall extend from the point of connection with the existing sewer main to and across the full width of the lot.
         b.   For lots in the A-2 agricultural and nonresidential zones the new sewer line shall extend from the point of connection with the existing sewer main to and across the width of the lot to a point which is one-half (1/2) the distance of the frontage required for a lot beyond the center of the proposed main building. Provided that in all cases the applicant shall be required to extend the line across his property a minimum distance equal to the minimum frontage requirement of the zone.
         c.   In the event that the lot or parcel to be served by the proposed extension is not contiguous to the existing city sewer line the applicant shall, in addition to the portion of the extension fronting his lot, be responsible for construction of the sewer line across the intervening property (the off site portion).
