It is the intent of this chapter to:
A. Provide for the logical extension of essential utility and road system improvements in a manner consistent with the city's general plan and the economic capacity of the community.
B. Provide a means whereby property, which is ineligible for development because the property does not front on an improved public street and/or is not adjacent to an adequate water line, and/or sewer line, may be made eligible 1 . (1986 Code)
