The city shall have authority to exercise full control over the regulation, planting, care and control of shade and ornamental trees and shrubbery now growing or which may hereafter be planted in any public street of the city; to direct the work of planting, pruning, spraying, removing and irrigating the trees and shrubs and the protection thereof for the public good; to remove any tree, or part thereof, dangerous to public safety, or which has become a nuisance; to prohibit the planting, pruning, or removal of any tree upon any public street, except by permit from the city; to make rules and regulations governing the planting, care of, and removal of such trees.
