412.08 BARRICADES PERMITTED IN STREETS.
   (a)   The obstruction or closing of any street in residential districts, using barricades, safety cones, or any other materials, specifically to close the street for a block party, street party or personal party, shall only be permitted after applying for a permit at the Council Office, where the application will be forwarded to the Council representative and then the Police Department for approvals. The person who obtains the permit must live on the street being closed and shall be responsible for the conduct of the participants at the party and the clean-up of the street after the party.
      (1)   Barricades for the streets for block parties, street parties, and personal parties held in the streets, shall only be placed between the hours of 1:00 p.m. through 6:00 p.m. Parties of any kind shall not be permitted in the streets after 6:00 p.m. on any day.
      (2)   The use of alcohol of any kind: beer, wine or liquor, shall be strictly prohibited at all times in the public right-of-way, including the streets, tree lawns or sidewalks.
      (3)   Residents who live on the street, who are not participating in the party, shall have access in and out of the street at all times. Party goers shall be informed by the permit holder of the properties not participating in the party and shall not trespass on the non-participating property.
      (4)   Intoxication, open container, disturbing the peace, disorderly conduct, trespassing, foul language, loud music and other violations against persons and property shall not be tolerated, and will be prosecuted.
      (5)   Nothing in this section shall prohibit any kind of party or block watch meeting on private property.
   (b)   Barricades, safety cones, directional signs, or other devices used for the safety of the residents for construction or repairs being done on streets, sewers, sidewalks, and properties in residential districts, shall be permitted with the proper authorization of the City.
   (c)   Whoever violates this section is guilty of a misdemeanor of the fourth degree.
