No person, business, firm, partnership, corporation, club, society, fraternal organization, lodge or association located in the City shall operate a business with a pool table(s), or a billiard or pool room/hall in the City without first obtaining an annual pool and billiard room permit. Failure by any person, business, firm, partnership, corporation, club, society, fraternal organization, lodge or association to obtain or renew the annual permit on or before January 1 of each calendar year shall cause the annual fee to be tripled.
