No person, business, firm, partnership, corporation, club, society, fraternal organization, lodge or association located in the City shall operate a business with a pool table(s) or a billiards or pool room/hall in the City without first obtaining a permit. The permit shall be issued by the Building Commissioner upon application submittal on a form provided, accompanied by a fee of two hundred dollars ($200.00) per table, with a maximum fee of four hundred dollars ($400.00) annually. Such permits shall expire on December 31 of the year of issuance and shall not be transferable.
