This Property Maintenance Code shall be supplementary to all other ordinances of the City relating to the construction, use and maintenance of property, structures and appurtenant dwelling structures and other non-dwelling structures, and shall apply to all vacant land as well as structures or portions thereof which are used or designed or intended to be used for dwelling or non-dwelling occupancy occupancies.
