The purpose of the International Property Maintenance Code, as adopted in Section 1490.02, and of this Title Eight, is to establish minimum standards necessary in order to:
(a) Maintain all property, dwelling structures/appurtertant dwelling structures and other non- dwelling structures safe, sanitary, free from fire and health hazards, fit for human habitation and beneficial to the public welfare;
(b) Establish minimum standards governing the maintenance of property, dwelling structures and appurtenant dwelling structures and other non-dwelling structures in such condition as will not constitute a blighting or deteriorating influence on the neighborhood and the community;
(c) Establish responsibilities for owners and occupants of properties, dwellings and other structures, structures and appurtenant dwelling structures and other non-dwelling structures with respect to sanitation, repair and maintenance;
(d) Authorize the vacation or condemnation of dwelling units, structures, appurtenant dwelling structures and other non-dwelling structures determined to be unsafe or unfit for human habitation by the Building Official;
(e) Authorize the inspection of properties, dwellings, appurtenant dwelling structures and other non- dwelling structures, to establish enforcement procedures and attach penalties for violations.
