Wading pools shall be regulated in accordance with regulations promulgated by the Building Commissioner consistent with the objects of this chapter. In the absence of such regulations the requirements for private swimming pools shall be followed to the extent that the Building Commissioner finds the same to be applicable. The Commissioner or other member of the Building Department shall be the officer charged with the enforcement of this chapter with respect to wading pools. Such pools shall be drained or securely covered when not in use or attended by an adult.
