Final approval of the easement and construction shall be by Council, which shall act upon a recommendation made by the Board of Zoning Appeals based upon the hearing provided for in Section 1474.01. Five votes of the members of Council shall be required to overrule the recommendation of the Board. Council must act within thirty days of receipt of the recommendation of the Board; otherwise, such recommendation shall become the final order of the City.
