(a) Whenever the City advertises for bids for any type of concrete work, the bid specifications for such contract shall require that all personnel involved in the testing of ready-mix concrete shall be certified by the American Concrete Institute, or its equivalent, as Field Testing Technicians.
(b) Whenever the City advertises for bids for any type of concrete work, the bid specifications for such contract shall require that a Concrete Flatwork Finisher, certified by the American Concrete Institute, or its equivalent, shall be present at the job site during all concrete finishing operations.
(c) Certification credentials as required by this section for concrete finishing operations shall be submitted by contractors and/or subcontractors when applying for a permit, effective July 1, 1995, unless waived by Council for cause.
