Whoever commences work in the City prior to obtaining a valid contractor registration as required by this chapter shall be fined triple the fee for the first offense: three hundred dollars ($300.00), five hundred dollars ($500.00) for the second offense and one thousand dollars ($1,000.00) for the third offense.
