No allotment or subdivision plat will be accepted, and no road, street, highway, lane, boulevard or other public way will be accepted for dedication that is located in a subdivision covered by such plat, unless such road, street, highway, lane, boulevard or other public way has been improved according to the standards and requirements of the City as prescribed by the City Charter, these Subdivision Regulations or other applicable regulations.
