As used in these Subdivision Regulations:
(a) "Allotment" and "subdivision" are used synonymously and refer to the subdivision of land into either streets and lots, or into lots, which subdivision is intended to be recorded as a plat.
(b) "Board" means the Board of Zoning Appeals.
(c) "Building" means a structure designed or used for the shelter of persons, animals, chattels or property of any kind.
(d) "Commission" means the City Planning Commission.
(e) "Engineer" means the City's duly appointed, qualified and acting Engineer.
(f) "Improvements" means public improvements, such as storm and sanitary sewers, water lines, paving, curbing, draining, sidewalks, etc.
(g) "Owner" means the individual, individuals, company, corporation or trustee in whom or which is vested the legal title to the lands proposed to be allotted.
(h) "Permit" means building permit.
(i) "Subdivision Regulations" means this Title Four of Part Twelve-the Planning and Zoning Code.
(j) "Surety" means a surety company on the approved list of sureties of the U.S. Treasury Department.
