The funds collected as provided herein shall be deposited as received with the City Treasurer who shall keep the same in a separate fund designated Southwest Sewer District Fund. Moneys in such Fund shall be used for the payment of the cost of management, maintenance, operation and repair of the City sewerage system, and any surplus in such Fund may be used for enlargement of and replacements to the system and parts thereof.
