(a) Prior to issuing a building permit on a lot, title to which is recorded under the Torrens Act or otherwise, on which all or any part of special improvement assessments have been abated, the owner, contractor, architect, subcontractor, mechanic, firm, corporation or any other person shall pay a fee as set forth in Chapter 1442 of the Building and Housing Code, to the City, for permission to connect into the City sewers.
Sums paid into the City under this provision shall be credited to the Bond Retirement Fund of the City. (Adopting Ordinance)
(b) The sewer connection fee provided in subsection (a) hereof shall apply at any time permission is requested to connect into the City sewers, whether a building permit is procured at such time or not.
