(a) All plumbing or other contractors, and their mechanics or employees, in the performance of their work in the City, shall, in preparing the sewer service connection trench, excavate such trench in such a manner that the bed for the storm sewer connection will be one foot higher than the bed for the sanitary sewer connection.
(b) All such persons shall, upon the completion of their work on the sewer service connections of a premises, apply for a dye test to be performed by the City at his, her or their expense. Such dye test shall be satisfactory to the City before a certificate of occupancy is issued for such premises.
(c) The cost of performing a dye test upon a premises shall be fifteen dollars ($15.00) which sum shall be paid into the General Fund of the City.
(d) Test tees for storm and sanitary service connections shall be located on the premises not more than two feet from the right-of-way line, and the top surface thereof shall be not more than twelve inches nor less than six inches below the finished grade.
