No storm water drains of any type shall be permitted to be connected to or tied into the sanitary sewers of any premises, nor may sanitary sewers be connected to storm sewers where independent systems are available. Where unlawful connections are made in such a manner that they are hidden from view, the statutory limitation for the prosecution of a violation of this section shall commence from the time of discovery thereof.
