1028.14 TREES PLANTED WHERE THERE IS NEW CONSTRUCTION.
   Trees planted where there is new construction shall conform to the following specifications:
   (a)   All plants shall be equal to or exceed the measurements called for on the plant list.
   (b)   Plants lacking compactness or proper proportions, plants which are weak or thin, or plants injured by having been planted too closely in nursery rows will not be accepted. Plants which may have been cut back from larger grades to meet certain specified requirements will be rejected. Plants should not be pruned prior to delivery.
   (c)   Plants shall have normal, well-developed branches and vigorous fibrous root systems. They shall be vital, healthy, vigorous plants free from defects, decay, disfiguring roots, sun scald injuries, abrasion of the bark, plant diseases, inset pest eggs, borers and all forms of infestations or objectionable disfigurements.
   (d)   All plants shall be dug and handled with reasonable care and skill to prevent injuries to the trunk, branches and roots and shall be packed in an approved manner to assure arrival to the project site in good condition. Plants with broken earth balls shall not be accepted.
   (e)   All trees shall be balled and burlapped as specified, shall be delivered with hard, compact, natural balls of earth for the tree sizes specified, and shall be wrapped and tied in burlap or other approved material. All plant materials shall be balled and burlapped to no less than A.A.N. standards. Oversized balls will not be justification for additional charges. No synthetic balls will be accepted.
   (f)   All plants will be measured in accordance with Horticultural Standards of the American Association of Nurserymen. All trees, unless otherwise specified, shall be high-branched when delivered. All trees shall be no less than one and three-quarter inches in caliper and at least six inches from the top of the ball to the top of the tree.
   (g)   Each and every tree must be individually tagged in English so that it may be readily identified.
   (h)   Trees must be acceptable to the Department of Agricultural Inspections.
